  1. Preheat oven to 350°F. Spray a 9x13" dish with cooking spray and set aside.
  2. Drain cans of whole green chiles. Take a strip of Monterey Jack cheese and insert it into each chili. Place in the prepared baking dish.
  3. In a mixing bowl, whisk together eggs, milk, flour, and baking powder until thoroughly combined and smooth.
  4. Pour egg mixture over chiles and top with shredded cheddar cheese.
  5. Bake for 30 minutes, or until the egg mixture is puffy and the cheese is bubbly.
