  1. In a cold pressure cooker, place the pancetta in a flat layer without oil or butter. Turn on to the lowest heat to render the fat.
  2. Once the pancetta begins to sizzle (about 5 minutes), add the onion, carrot, and celery. Raise the heat to medium-low and cook until softened, about 10 minutes. Add a pat of butter or olive oil if needed.
  3. Increase the heat to medium and add the ground beef. Brown well, stirring occasionally, until the liquid evaporates and the fat sizzles, about 30 minutes.
  4. Add the wine and deglaze the pan, scraping up any bits. Let the wine evaporate completely, about 7 minutes.
  5. Mix the tomato paste with beef stock, salt, and pepper. Pour into the cooker and stir well.
  6. Close and lock the lid of the pressure cooker. For electric pressure cookers, cook for 10 minutes at high pressure.
  7. Release the pressure through the valve to open the cooker.
  8. For stovetop pressure cookers, turn the heat to high until high pressure is reached, then lower the heat to maintain it. Cook for 8 minutes.
  9. Add hot water and pasta, stir well, and scrape any bits from the bottom.
  10. Close and lock the lid again. For electric pressure cookers, cook for another 10 minutes at high pressure. For stovetop pressure cookers, cook for 7 minutes at high pressure.
  11. Release the pressure through the valve to open the cooker.
  12. Stir in the cream and serve.
