  1. Adjust oven rack to lower-middle position and preheat oven to 325°F.
  2. Coat a large Dutch oven with olive oil and bring to high heat. Season ribs with salt and pepper.
  3. Working in batches, add short ribs and cook until well browned on the first side, about 4 minutes. Flip ribs, add onions and smashed garlic, and continue cooking until ribs are browned on the second side and onions and garlic are softened, about 2 to 3 minutes longer.
  4. Add red wine to the pan, bring to a boil, and let simmer for a minute. Add beef broth, Worcestershire sauce, vinegar, brown sugar, bay leaves, and orange zest. Return to a boil, cover, and transfer to the oven. Cook until meat is fork-tender, 2 1/2 to 3 hours, flipping meat once during cooking.
  5. While the meat is cooking, bring potatoes and garlic to a boil in a large pot over medium-high heat. Cook until tender, about 20 to 25 minutes.
  6. Drain, return to pot, and add butter, milk, and sour cream. Season with salt and pepper, and mash until smooth.
  7. When short ribs are done, discard bay leaves and orange zest. Season with salt and pepper to taste.
  8. Place a mound of mashed potatoes on each plate, top with a short rib, and spoon sauce over. Serve immediately.
