  1. Preheat the oven to 450°F. Spray two large pieces of aluminum foil with cooking spray.
  2. Mince the garlic, green onions, and one sprig of dill. Place the salmon fillet on one piece of foil. Season with salt, pepper, garlic, and chopped dill. Arrange lemon slices on top, placing a sprig of dill on each slice. Sprinkle with chopped scallions.
  3. Cover the salmon with the second piece of foil, sealing tightly. Place on a baking sheet or in a large baking dish.
