- Wash and dry the fresh produce. Boil a medium pot of salted water. Mince the garlic and dice the onion. Break apart the tomatoes with your hands. Chop the parsley leaves and discard the stems. Tear the mozzarella into bite-sized pieces. Slice the tops and bottoms off the oranges, remove rinds and piths, halve, and thinly slice.
- Heat 1 tablespoon of olive oil in a large pan over medium heat. Add garlic and onion, season with salt and pepper. Cook for 2-4 minutes until softened. Add tomatoes and simmer for 12-14 minutes until reduced. Season to taste.
- Combine vinegar and a pinch of Parmesan in a bowl, season with salt and pepper. Whisk in 2 tablespoons olive oil until combined.
- Add pasta to boiling water and cook for 8-10 minutes until al dente. Reserve 1 cup pasta water, then drain the pasta.
- Add pasta and half the reserved water to the sauce. Cook for 2-3 minutes, stirring, until coated. Add more water if dry. Turn off heat, add butter, half the parsley, and half the mozzarella. Stir until combined. Season to taste.
- Combine arugula and oranges in a bowl, season with salt and pepper. Add vinaigrette to coat. Toss and season to taste. Serve pasta garnished with remaining Parmesan, parsley, and mozzarella.
