- Rinse the quinoa thoroughly using a wire mesh sieve. Drain well and place in a saucepan with 1.75 cups water. Cover and bring to a boil over high heat, then reduce to low and simmer for 15 minutes. Turn off the heat and let it rest for 5 minutes without removing the lid. Fluff with a fork and cool in the refrigerator.

- Rinse and drain the black beans. Dice the bell peppers and slice the green onions.
