  1. Cook the pasta until al dente according to package directions. Drain, reserving some of the starchy pasta water, rinse, and set aside.
  2. To make the peanut dressing, microwave the peanut butter in a large measuring cup for about 15 seconds to soften. Whisk in the soy sauce, vinegar, canola oil, ginger, honey, hot sauce, and lime juice. Thin with the reserved pasta water, 1 tablespoon at a time, until the dressing is thick but pourable.
  3. Thinly slice the scallions, cabbage, and bell pepper. In a large mixing bowl, combine the pasta with the vegetables and toss with the dressing. Top with chopped peanuts and sesame seeds before serving.
