  1. Bring a large pot of salted water to a boil. Cook the pasta according to package instructions. Drain and rinse under cold water until cooled, then set aside.
  2. In a small bowl, mix together the mayonnaise, milk, sour cream, parsley, chives, mint, lemon zest, lemon juice, salt, pepper, and half of the Parmesan cheese.
  3. In a large bowl, combine the cooked pasta, broccoli, tomatoes, peas, asparagus, carrots, and leeks. Pour the dressing over the top and toss to coat evenly.
  4. Top with the remaining Parmesan cheese and black pepper. Refrigerate for at least 4 hours or overnight before serving.
