- Mince the garlic cloves, then chop the tomatoes, onions, and basil leaves. Trim and chop the fennel bulbs.
- In a large pot, combine the chickpeas and vegetable stock. Add half of the minced garlic and bring to a boil. Reduce heat to low and simmer.
- Heat the olive oil in a skillet over medium heat. Add the remaining garlic, tomatoes, and basil, and cook for 2 minutes, or until the basil is wilted. Remove from heat and set aside.
- Add the fennel and onions to the pot with the garbanzo beans. Season with salt and continue cooking for 15 minutes. Stir in the tomatoes, basil, and peas, and cook for an additional 5 minutes, until the peas are tender.
- Serve hot.
