- Bring a large pot of water to a boil. Cook the rice noodles according to package instructions, then drain.
- In a medium bowl, combine the carrots, red bell pepper, jalapeno, green onions, cabbage, and 2 tablespoons of soy sauce. Toss well and set aside.
- Heat a large wok or skillet over medium heat. Add the ground beef, season with black pepper, and cook until browned, breaking it up as it cooks, about 5 minutes. Add lemongrass, ginger, and garlic, cooking for 30 seconds to 1 minute until fragrant. Stir in 1/3 cup soy sauce, 1/3 cup sweet Thai chili sauce, and 1 cup of fresh basil. Simmer until the sauce coats the beef, about 3-5 minutes. Remove from heat and stir in the remaining basil, lime juice, and cilantro.
- To serve, divide the noodles among bowls and top with the beef mixture. Add the carrot and pepper salad along with fresh mango. Garnish with additional basil if desired.
