  2. Mix ground oats, Semolina, Rice Flour, Chillies, shredded Carrot, chopped Onion, salt, cumin and pepper powder
  3. Add 1.5 cups of water and let it rest for 20 mins. The batter should be of watery consistency.
  4. Put on a hot pan to cook
