Directions
- Heat the olive oil in a large pot over medium heat.
- Add the fennel, onion, shallots, and salt. Sauté until the onion is translucent, about 10 minutes. Add the garlic and red pepper flakes, and sauté for 2 more minutes.
- Stir in the tomato paste. Add the diced tomatoes with their juices, wine, fish stock, and bay leaf. Cover and bring to a simmer. Reduce the heat to medium-low and simmer until the flavors blend, about 30 minutes.
- Add the clams and mussels to the pot. Cover and cook until they begin to open, about 5 minutes. Add the shrimp and salmon, and simmer gently until cooked through and the clams are fully open, about 5 more minutes. Remove the bay leaf and discard any unopened clams or mussels.
- Season the stew with additional salt and red pepper flakes to taste. Ladle into bowls and serve.
