  1. Preheat oven to 400°F. Spray a nonstick cookie sheet with cooking spray.
  2. Blanch broccoli florets in a pot of boiling water for 1 minute. Rinse under cold water and drain well. Pat dry with a paper towel. Finely chop the broccoli and set 2 cups aside.
  3. In a medium bowl, combine all ingredients and season with salt and pepper to taste.
  4. Roll heaping tablespoons of the mixture into small ovals.
  5. Place the tots on the prepared cookie sheet and bake for 16-18 minutes, turning halfway through cooking, until golden brown.
